Zachary J. Kelton
Zachary Kelton is the Associate Director and Chief of Staff of the Federal Bureau of Prisons. Mr. Kelton began his career with the Federal Bureau of Prisons in 2006, as an Attorney-Advisory at FCC Coleman (FL). Over the course of his career with the Bureau, he has served in positions of increasing responsibility, including Senior Litigation Counsel and Supervisory Attorney at FCC Coleman; Deputy Regional Counsel at the Mid-Atlantic Regional Office; and Associate General Counsel and Chief of the Legislative and Correctional Issues Branch in the Office of General Counsel at the Central Office. On November 25, 2020, Director Carvajal announced that he had selected Mr. Kelton as Associate Director and Chief of Staff.
As Associate Director and Chief of Staff, Mr. Kelton serves as a liaison between the Director and internal and external stakeholders, including the White House, the Department of Justice, and Congress. He provides advice and assistance in the management and resolution of complex and sensitive BOP management, operational, and administrative issues, and is responsible for the management and operations of the Executive Office of the Director.
Mr. Kelton received his undergraduate degree from the University of Oregon in 1998, and his Juris Doctor degree from the University of Oregon School of Law in 2001. Mr. Kelton has over seven years of experience as a Special Assistant United States Attorney, and spent five years as a career law clerk in the United States District Court for the District of Oregon.
