NOTICE OF CONTRACT AWARD FOR THE MANAGEMENT AND OPERATION OF THE SOUTHWEST DETENTION FACILITY

The Federal Bureau of Prisons (FBOP) has awarded a contract for the management and operation of a contractor-owned/contractor-operated secure corrections/ detention facility in the Southwestern United States. The contract has been awarded to Corrections Corporation of America (CCA) for performance in Eloy, Arizona.

The Request for Proposal (RFP), issued in October 1997, called for a facility to accommodate 500 FBOP sentenced inmates and 750 Immigration and Naturalization Service (INS) non-sentenced detainees. The contract contains a provision to increase the INS population up to 1,000 detainees. The facility was required to be located within a 25 mile radius of Interstate Highway 10 in the state of Arizona. The facility is a designated hearing and release site for offenders participating in the Institution Hearing Program (IHP). The IHP is a coordinated effort between the FBOP, INS and the Executive Office for Immigration Review to provide deportation, exclusion or removal proceedings for alien offenders.

The potential term of the contract is 10 years encompassing a three year base period and 7 one-year options. The contract price for the 10 year period is $314,993,831.00, excluding the potential award fee.

A total of 37 prospective offerors were solicited. Three proposals were reviewed. However, one proposal was excluded from the competitive range.
