Notice of Conditional Acceptance of Offer for the Management
and Operation of a Private Correctional Institution

The Federal Bureau of Prisons (BOP) conditionally accepted Wackenhut Corrections Corporation’s proposal in response to Request for Proposal (RFP) PCC-0003, District of Columbia Requirement Phase II. This is not a contract award. The RFP is for a Contractor-Owned and Contractor-Operated correctional facility for an estimated population of 1,200 low-security male, District of Columbia sentenced felons. The proposed location is near Winton, North Carolina. The purpose of this conditional acceptance is to allow for meaningful public review of the potential environmental impact(s) of the proposed contract award.

The BOP has prepared a Draft Environmental Assessment (DEA) pursuant to the National Environmental Policy Act of 1969, (NEPA) as amended, for the proposed contract award. No final decision to award the contract will be made until the completion of the NEPA process.

Concurrently with this announcement, the BOP is releasing a Draft Environmental Assessment examining the potential environmental impacts of the proposed contract. The DEA will be the subject of a 30-day public comment period that begins October 14, 1999, and ends November 14, 1999. All interested persons are invited to comment on the DEA.
