| STATEMENT OF THE FEDERAL BUREAU OF PRISONS |

The Federal Bureau of Prisons (FBOP) does not take a position on the use of consultants by potential
inmates.
Prior to incarceration, federal inmates can learn about the policies and expectations of the
Bureau of Prisons by accessing our Internet home page, as can any private citizen.
Soon after arrival at their designated facility, inmates participate in the Admission and
Orientation Program. This program provides inmates with an introduction to all aspects of
the institution, including the rules and regulations of the facility, inmates' rights and
responsibilities, and the Bureau's discipline policy.
Once confined, an inmate's best method for successfully completing their term of incarceration
is to work with the professional staff assigned to them and abide by the rules.
The use of an outside consultant does not provide any special access or privileges. All
inmates are treated fairly, humanely, and equitably, in accordance with the mission of the
FBOP to protect society by confining offenders in the controlled environments of prison facilities
that are safe, secure, and humane. Each inmate is to abide by institution rules that are necessary
to operate a safe and secure facility.
