Regional Director Joe Norwood holds a B.S. in Business Administration/Accounting from the University of Kansas. He began his BOP career as a Correctional Officer at the U.S. Penitentiary (USP) Leavenworth, KS in September 1984. He went on to hold positions of increasing responsibility in the agency – Accounting Technician and Operating Accountant in UNICOR at USP Leavenworth, Budget and Accounting Officer at MDC Los Angeles, Operating Accountant in Central Office, Financial Manager at FMC Carville, Supervisory Operating Accountant and Financial Program Administrator in Central Office – before serving as Executive Assistant at FCC Beaumont in 1996.
Subsequently, Mr. Norwood served as Associate Warden at FCI Oakdale and FCC Petersburg, before being selected as Warden for FCI Englewood in 2003. Since April 2005, Mr. Norwood was the Complex Warden for FCC Victorville, where he oversaw operations for two medium security correctional institutions, a high security penitentiary, and a minimum security female camp. Mr. Norwood was named Regional Director for the Northeast Region in July 2009.
