Whitney I. LeBlanc, Jr. - Assistant Director

The Human Resource Management Division coordinates the Bureau of Prisons' personnel matters, including pay and leave administration, incentive awards, retirement, worklife programs, background investigations, adverse and disciplinary actions, and performance evaluations. The Division maintains national Federal registers for the following positions: correctional officer, medical officer, physicians' assistant, and clinical psychologist. It also directs the Bureau's affirmative action, diversity management, and recruitment programs and administers the provisions of the collective bargaining agreement with representatives of the union at the national level.

Additionally, the Division directs and manages the BOP's employee development functions, including policy oversight and national training programs for wardens, associate wardens, supervisors and managers, line staff, and staff mentors.
